Director, Administration and Office Services (GMG/SEG 1)

The incumbent supervises the General Administration and Office Services Section of the KSAC. The achievement is to provide efficient and economical services in the KSAC. This would require a high degree of sound planning and corrdination by the Director. His/her planning must take into account the national priorities and consequences in his/her area of assignment.

The incumbent is responsible for ensuring the security and safe custody of the Corporation's records and for supervising the activities of the ancillary and weekly paid staff of the Corporation. Develop and formulate administrative systems and procedures for the organization and ensure that the procedure and systems developed are implemented by the line Managers.

Qualifications: 
  • Bachelors of Science Degree in Public Administration or Management Studies or other related field from a recognised tertiary institution
  • At least five (5) years related experience in a managerial/supervisory level
Responsibilities: 

Responsibilities include but are not limited to:

1. Seeing to the preparation of commitee minutes and drafting of decisions from commitee meeting to be sent to ministries and/ or Departments.
2. Assisting in collating matters of Agenda for council commitee meeting by collating submission relating to matters on agenda and ensuring that agenda and submission are circulated to all member 
3. Attending conference calls by such at the Ministry Of Local Government and Community Development and ALGA to discuss special aspects of the service.
4. Assisting as derected by the Director, Administretion and Human Resource management in drafting annual supplementary estimates of revenue and expenditure of the council 
5. Following up Submission to Ministries and Departments arising out of Resolution of the Council or representation by citizens 
6.Planing and making the necessary arrangement for conferences and meetings for civic and office function
7. Ensuring that stock and equipment control and security procedures are introduced and pursued at all times and ensure security over the Corporation's assets and personnel
8. Developing detailed schedules of work and procedures for rotation of study and security management 
9.Ensuring that the branch is adequately staff with personnel to effect the supplies management function .
10.Ensuring thet vehicles of the KSAC are properly serviced ,maintained and secured when not in use.
11. Arranging for the provision of appropriate uniforms for weekly paid staff
12.Ensuring inventory control of all assets is kept up to date .
13. Explaining where necessary regulations and directive to staff and providing guidance on the methods and techniques relevant to their duties and responsibilities .  
14. Conducting imvestigations regarding complaints made and deciding on courses of action to be taken .
15. Ensuring timely requisitioning of supplies and materials for maintaing the activities in the offices
16. Assisting the Director, Administration and Human Resource management in tendering procedures and referring matters for legal advice where necessary
17. Ensuring that arrangements are made for the holding of boards of Survey for unserviceable furniture and equipment and ensure that the Boards of Survey for unserviceable
18.Ensuring that timely payment of all bills for services and supplies 
19. Assisting the Director Administrative and Human Resource management in summoning members to meetings of Council
