DATA MANAGEMENT OFFICER

1. BACKGROUND

1.01 The Community Disaster Risk Reduction Fund (CDRRF) is a multi-donor fund established by the Caribbean Development Bank (CDB) with grant financing from the Global Affairs Canada and the European Union under the ACP-EU-CDB Natural Disaster Risk Management in Cariforum Countries project. The Fund finances community-based disaster risk reduction (DRR) and climate change adaptation (CCA) initiatives at the local level across eligible borrowing member countries of the CDB, with the exception of Haiti. 1.02 The Government of Jamaica is the recipient of grant funding from the CDRRF which will be used to finance the Climate Change Adaptation and Risk Reduction Technology and Strategies to Improve Community Resilience (CARTS) Project which was designed by the Westmoreland Municipal Corporation (WMC) which is one of 14 local authorities in Jamaica. WMC has primary responsibility for local governance in Westmoreland. WMC’s mission is to foster the orderly development and good governance of Westmoreland, by providing effective and efficient services to residents and visitors, and facilitating commercial activities within a planned and sustainably developed environment. The Corporation executes its responsibilities through a committee system, which includes Physical Planning and Environment, Parish Disaster; Planning and Management, Public Health, and Infrastructure and Maintenance.

1.03 The CARTS Project seeks to address some of the disaster risks, climate change (CC) impacts and related livelihood issues in Savanna-La-Mar, the parish capital by improving the resilience to CC and enhancing the disaster risk management capacities within the town and three surrounding communities, specifically Russia, New Market Oval, and Llandilo.

2. OBJECTIVE

2.01 The collection of data is an important aspect of the CARTS Project as this provides information on its progress, challenges, solutions implemented to address the challenges and the overall efficiency of its implementation. Recognising this, WMC is seeking to procure the services of a Data Management Officer (DMO) who will be a member of the Project Management Team (PMT).

3. RESPONSIBILITIES

3.01 The Data Management Officer (DMO) will be responsible for the administrative aspects of the Project’s operations and collecting, managing, analysing, and reporting on data specific to the agreed project indicators. The DMO will ensure that reliable, quality, timely information is made available to facilitate sound planning, decision-making, and reporting. The DMO will report to the Project Coordinator (PC).

3.02 The duties to be carried out by the DMO include but are not limited to the following:(a) Managing the process for collecting and sorting of information and maintain the monitoring and evaluation (M&E) requirements set out by CDB.
 (b) Collecting and compiling data and information on project status and performance in compliance with the CDB’s reporting requirements.

(c) Supporting the implementation of the Project Information Management system.

(d) Assisting the PC with the preparation of quarterly, semi-annual and annual reports to be submitted to CDRRF.

(e) Performing validation and quality assurance checks on data sets and information received.

(f) Preparing an annual work programme and budget, in consultation with the PC.

(g) Assisting the CDRRF M&E Specialist in the coordination and implementation of the baseline and, monitoring and evaluation activities.

4. QUALIFICATIONS AND EXPERIENCE

4.01 The DMO shall be a person whose qualifications and experience are acceptable to CDB. The candidate is required to have:

(a) Post-secondary education (Diploma or Associate Degree), along with a minimum of five Caribbean Examinations Council or Caribbean Secondary Education Certificate subjects including Mathematics and English.

(b) Minimum of two years’ work experience.

(c) Experience in using Microsoft Office suite, in particular Excel.

(d) A general understanding of basic statistics.

(e) Good communication, presentation, interpersonal, and networking skills.

(f) Ability to analyse information, multi-task, manage work flows, and exercise strong initiative to obtain key information.

4.02 Experience working in a community project setting and general knowledge of gender issues will be assets.

5. DURATION

5.01 The services of the DMO will be required for sixteen (16) months.
